Planning
5.1 VWHDC enforcement on VE24/201 (Wattle Farm) update: The statement received from the planning enforcement officer will be published in Upton News
5.2 consideration of application P24/V2386/DIS – Discharge of Condition 5 (Habitat Management and Monitoring Plan) and discharge of Biodiversity Net Gain (BNG) Plan condition of planning application P24/V1724/FUL (Installation of 40 no. ground-mounted solar panels, and associated cabling/infrastructure) Noted.

To review village matters:
6.1 To hear report of local MP Olly Glover’s visit to look at flooding issues. Any comment on Wattle Farm?
Olly Glover (OG) met Ben on 6th December and walked all the areas about which there is concern. Acknowledgement that the overall system for flood management doesn’t work. OG is going to raise the issue at a higher level and hopes for a response within 6 months. OG agreed development at Wattle Farm is wrong but it is a planning issue. Meeting report to go in Upton News.
6.2 To hear considerations for solutions to resolve the salt bin issues: Acknowledged that complete emptying of bins is not financially viable. Quotes will be obtained for replacement bins. The DC & CC will be approached to ask for recommended solutions but will also be asked to top up.
6.3 To agree further considerations for a length man. As funds are not currently available it was agreed that this matter will be put on the agenda in November 2025 when budgets are reassessed.

To agree review of marquee hiring costs to be considered in January

To hear outcome of discussion with UVHAT regarding new parking plans. Due to the necessity to raise funds to extend the car park, a proposal was raised to charge a small fee for it which going forward will mean closing the gates. Damage to grass was noted as a primary consideration. In the same way the Council grudgingly agreed to the proposal, the UVHAT committee reluctantly accepted this as the only way forward.
