Following the suggestion of the Oxfordshire Rural Community Council and subsequent agreement at a public meeting held in spring 1993, a village appraisal was carried out in Upton.
The object was to find out the views of the villagers on the village, its environment and the services available. The appraisal proposal had the support of the Parish Council and the Parochial Church Council.
The appraisal was not just seen as a snapshot of the village at the moment, but also as a means of providing a basis for informing other authorities or interested parties of the views and needs of the village and its residents.
